How young is too young for a tattoo?

So I am getting my first tattoo!! And what I really would like to get an Aboriginal drawing of a whale. I wanted it because number one I love Aboriginal art and because my family is from Newfoundland and when I was a kid I could go out into a fishing boat and watch the whales.
Now to my question I am only 17 I feel like I am responsible and I am getting a tattoo for the right reason but am I too young?
